STEPS TO REPRODUCE
1. Add new "Application Menu Bar" panel to top of screen
2. Connect second screen and place it above existing screen
3. Maximize a window

OBSERVED RESULT
top screen has a small "dead" strip on the bottom. See screenshot

EXPECTED RESULT
top screen is unaffected by panel

This does not happen when disabling floating for the panel

wayland or x11? on waylamnd can't reproduce here

I can reproduce this on Wayland with any panel that's on a shared screen edge.

To be clear, the panel has to be on a screen edge that's shared with another screen. When it de-floats, a blurry bar appears on the other screen.
