SUMMARY
Taking rectangular screenshot using shortcut acts as window and then only it shows the spectacle annotator.

STEPS TO REPRODUCE
1. Open overview
2. Click Meta+Shift+Print

OBSERVED RESULT
Spectacle annotator acts as window.

EXPECTED RESULT
Instead of acting as window & It should directly show the annotator.

Well technically it is a window: a full-screen window that covers everything.

I get that what you were intending to do was to take a rectangular region screenshot of the Overview effect though, and this didn't work as you expected. Sees like we need to make this possible in a special way.
