SUMMARY

In Preview screen MEIC preview takes about 5...10 times as long as JEPG images. So similar pictures (e.g. by iPhone) take about 2..3 s to show, which is for reviewing immages too long

STEPS TO REPRODUCE
1. Use ~ 5  iPhone HEIC picture
2. Use ~ 5 iPhone JPEG picture, similar resolution
3. Max them and scroll 1 by 1 in preview screen

OBSERVED RESULT

the HEIC takes 2..3 s to display

EXPECTED RESULT

the HEIC should be displayed in < 0,5 s as the JEPG images

It's a libheif problem, look at the bug report already closed as UPSTREAM. There you will find the corresponding bug reports for libheif.
