STEPS TO REPRODUCE
1.  change critical battery level
2.  press apply
3. 

OBSERVED RESULT

critical battery warning does not appear until whatever battery value is set in etc/Upower/Upower.conf is reached

EXPECTED RESULT

critical battery level set in settings menu is respected

After restarting multiple times, setting is now respected.
