shade-unshade - does not work

SUMMARY
***
When I go to:
System Settings -> Windows Management -> Window Behavior -> Titlebar Actions -> Mouse wheel: Shade/unshade --> Apply
I put the cursor on titlebar and move the mouse wheel up and down and nothing happens.

If I select any other option it works correctly (for example Change opacity).


STEPS TO REPRODUCE
1. Go to " System Settings -> Windows Management -> Window Behavior -> Titlebar Actions -> Mouse wheel: Shade/unshade --> Apply "
2. I put the cursor on titlebar
3. move the mouse wheel up and down.

OBSERVED RESULT
nothing happens.

EXPECTED RESULT
Shade/unshade window

I check that it only doesn't work in Wayland, in X11 it does work.

On wayland it only works with Xwayland windows.

Currently window shading is not supported on wayland
