STEPS TO REPRODUCE
1. Update gpg4win 4.2.0 to 4.3.0 using gpg4win-4.3.0.exe
2. Reboot (optional)
3. Start Kleopatra

OBSERVED RESULT
1) No more Start Menu GPG4win directory available
2) Each startup of GPG/Kleopatra brings up a popup alerting to an available update 4.3.0
3) see attached screenshot with update popup despite 4.3.0 already installed.

EXPECTED RESULT
1) GPG4win directory available in Start menu
2) Kleopatra Search for updates confirms current version installed.

BTW: I did unistall GPG4win 4.3.0 completely and reinstalled from scratch. No change to symptom.
