SUMMARY
Dolphin ignores Window Placement setting in KDE and always opens at a location it was previously closed at.


STEPS TO REPRODUCE
1. Go to System Settings -> Window Management -> Window Behaviour -> Advanced
2. Set Window Placement to Under Mouse
3. Open Dolphin

OBSERVED RESULT
Dolphin doesn't open under mouse

EXPECTED RESULT
Dolphin opens under mouse

ADDITIONAL INFORMATION
It could be possible that Dolphin has its own code in place that moves the window upon startup.
If that's the case, this code should be removed, apps should never move themselves, it's up to the compositor
