SUMMARY

When switching between multiple keyboard layouts, combinations with modifiers stay on the first declared layout.

Occurs either with Xorg or Wayland, any Linux distribution (tested on Fedora 38, CentOS 9 Stream, Debian testing, Arch).

STEPS TO REPRODUCE
1. Add additional keyboard layouts
2. Switch to non-main layout
3. Use a key-combination with a modifier key

OBSERVED RESULT
Registered key is the one from the main keyboard layout

EXPECTED RESULT
Registered key is the one from the current keyboard layout

Layouts used here are :
- French (bépo)
- French (azerty)
- English/US

Non working comps are :
any Ctrl+key, Alt+key, Ctrl-Shift+key, Shift-Alt+key or Ctrl-Alt-Shift+key, whether they are system-wide like ctrl-l or application like ctrl-s. In that case, key retained will be that of the first layout, not the current one.

Shift+key (uppercase) still works correctly

If you want English/US shortcuts, please try to put it in the first position in the configuration.
It might be how Qt works and nothing to do with the Plasma.
Reopen if something is not clear.

Also, you didn't fill SOFTWARE/OS VERSIONS.
