Gap after Add Panel

SUMMARY
There's a gap between the newly added "Add Panel" button and the option after it. Tested at 1280x720 at 100% scale on a VM. Check the attached screenshot for more details.

STEPS TO REPRODUCE
1. Enter Edit Mode

OBSERVED RESULT
There's a gap between "Add Panel" and the option after it.

EXPECTED RESULT
No gap

This is because it's a grid layout, which means all columns will have the same width and the longer text on the second row expandes the button on the first line as well

It should be ported to a different kind of layout

This is intentional because the items live in a grid view with equally-sized cells. If we refactored it to not be like that, we'd get bug reports going in the other direction saying that the alignment was bad and random! Damned if you do, damned if you don't.
