I'm afraid that means your hardware doesn't support the standard feature. There are multiple ways to implement support for charge levels limitations, and we support the standard one. I'm not seeing them on git master either whereas it works with Plasma 5 on the same device. Not sure it's the same underlying issue but reopening to investigate.
