STEPS TO REPRODUCE
1. Press Meta key to open app launcher
2. It sometimes does not open
3. Status and Notifications "Show hidden icons" upward popup also does not work at those times

OBSERVED RESULT
Kick off app launcher menu does not popup

EXPECTED RESULT
Kickoff should pop out to show app launcher
