SUMMARY
When the captured area is tall, the toolbars will move to be above or below the captured area, as required. However, they can be pushed entirely off-screen and become inaccessible, and they will disappear even when there is enough space to show them.


STEPS TO REPRODUCE
1. Optional - Use dual monitors which are not horizontally aligned (make the left screen's top right corner meet the right screen's bottom left corner) - This will exacerbate the issue.
2. Take a rectangular region screenshot and stretch the region toward the top and bottom of the screen(s). Note that it behaves differently on the differently aligned displays - the left and right monitor will not exhibit the same behaviour as each other, but both will suffer the same eventuality, which is....
3. Find the toolbars either off-screen and inaccessible; or disappearing completely, even when there is sufficient space to show them.

ADDITIONAL INFORMATION
I can't exactly take a screenshot of this (can't take a screenshot of spectacle, with spectacle! haha) but I'm sure you will be able to reproduce it using the steps above. If you lack the hardware (two monitors, although that is not mandatory, it happens with a single monitor also) or something else to attempt this, I could take mobile phone photos of the situation. But it's not easy for me, I would have to borrow a phone and send the photos to myself then download them to save them to upload them..... Just try it out, you'll see :)

BTW for step 1) I mean align them in kcm_kscreen aka kscreendoctor aka Settings...Display Configuration. You can leave them physically on your desk however you like :)
