Hi Toni,
I reached out to Yunhe Guo, one of the people who work on zh_CN translations. He said that they use Crowdin to do the translations and a script to sync the translations with KDE's infrastructure. Crowdin outputs translation files with current timestamps and he said he thinks he can improve the script.

It seems that the problem is solved nowadays, so I'm closing this bug report 👍.
