Created attachment 164549 [details] Scrolling by grabing and moving scrollbar in popup is not smooth In "Add property to the rule" popup, when you grab the scrollbar by mouse pointer then start moving it, it suffers from lagging especially in the upper part of the list. See attached video for more info.
