Currently it opens a popup dialog of desktop settings. It should instead go to the wallpaper KCM.

kcms/landingpage: Link to the wallpaper KCM

We have a proper wallpaper KCM since https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/3395, so let's use that for the landing page instead of opening the per-containment wallpaper dialog.
