 Fedora Linux has it right, the two characters are included within their Canadian French (ca) layout.

I am not sure if the same two are on the Canadian English layout.

Keyboard layouts don't come from KDE, but rather upstream. The fact that id differs between distros points to different versions of the relevant upstream package being used here. Fedora's is presumably newer, since their distros in general focuses on newer non-KDE packages compared to KDE Neon
