SUMMARY
If you create so many virtual desktops that it overflows the Overview's virtual desktop list at the top, you can use mouse to drag it in order to see the remaining virtual desktops, but not with a mouse wheel or keyboard.

STEPS TO REPRODUCE
1. Press Meta + W to open Overview
2. Press the + sign at the top of the screen, repeatedly, until the amount of virtual desktops overflow the screen horizontally
3. Try to use mouse wheel to scroll
4. Then try to use keyboard to focus on the virtual desktops outside of the screen

OBSERVED RESULT
It doesn't react to mouse wheel. It doesn't follow the keyboard focus by moving the view.

EXPECTED RESULT
It should scroll with a mouse wheel and it should follow keyboard focus.
