STEPS TO REPRODUCE
1. use a third-party cursor theme  - I use "Radioactive" theme from KDE Store
2. change the global theme in Global Theme KCM - I changed to Breeze Dark from Breeze
3. 

OBSERVED RESULT
The third-party cursor is still used when I hover over Plasma or KDE apps. Breeze cursor theme is applied after logout and login. Logout and login are not required if the cursor theme is changed via Cursors KCM.

EXPECTED RESULT
cursor theme should change immediately according to the global theme applied in Global Theme KCM

Actually, scratch that, I actually cannot reproduce the issue with those steps.

It's still reproducible on my system with the provided steps.
