STEPS TO REPRODUCE
1. Set icon theme to breeze dark
2. launch dolphin
3. 

OBSERVED RESULT
side panel icons aren't outline

Have you tried it on a HiDPI display? I'm using Fedora 40 with KDE. If I set scale in Display settings to 125% or above, Dolphin places are "full color" (which I'm actually happy with). With scale set to 100% they are outlines.
