SUMMARY
When having any widget opened (expanded), or the start menu (kickoff) as example; when you click on another opened application window or the empty desktop space in the background kickoff or expanded widget will close. But if you click on the Plasma Panel itself it will not close. From a usability perspective a closing behavior would be more intuitive.
 
STEPS TO REPRODUCE
1. Open Kickoff menu or any other widget in the Plasma Panel an see it expanded
2. Click on Plasma Panel
3. Expanded window does not close
4. Click on desktop or any other opened application window it would close

OBSERVED RESULT
1. Expanded panel widgets do not close upon click on the panel itself (or other placed panels elsewhere on the desktop)

EXPECTED RESULT
The expanded widget should close
