STEPS TO REPRODUCE
1. Run a system update through Discover.
2. Click the checkbox to reboot the PC after the update.
3. Cancel the update download. The computer will just restart like this.

OBSERVED RESULT
The computer reboots, although there is no point, because the updates have not been downloaded and there is nothing to install.

EXPECTED RESULT
Do not restart the computer.

Issue found also on a fresh installation on Fedora 39, that received a number of packages to be updated higher than normal after xz vulnerabilty fixes.
