SUMMARY
An empty window appears when one of the map tools or the geo location editor is selected. It does not affect digikam's operation. It can be minimized or closed. 
Once closed, It does not reappear again when reselecting the same tool, e.g. the left sidebar map tool. Similarly It appears with the right sidebar map tool when selecting it for the first time (but not again reselecting that tool).
Only for the geo editor (Ctrl-Shift-G) it appears over and over again, each time Chtr-Shift-G is used.
When closing digikam and the last tool used was one of the geo tools, the ghost window appears already while the splash screen is still open.

Problem is now fixed in next 8.3.0 release. You can test with the Windows installer pre-release available here :
