SUMMARY
If you put a panel along the top edge of the screen the Edit Mode Toolbar is hidden behind it when Edit Mode is entered. It happens both for a floating and non-floating panel.


STEPS TO REPRODUCE
1. Move a panel to the top edge.
2. Enter Edit Mode.

OBSERVED RESULT
The Edit Mode Toolbar appears behind the panel, making it difficult to quit from Edit Mode.

EXPECTED RESULT
The panel does not overlap the Edit Mode Toolbar.
