What is your panel visibility settings? Right click panel and select Enter edit mode. My Panel is set to Always Visible Can't reproduce with Always Visible, length set to Fill Width, Custom, or Fill Content, and either Floating or not Floating. Steam correctly maximizes above the panel. Could you share a screenshot of your panel configurations? Thanks!
