SUMMARY

STEPS TO REPRODUCE
1. Make sure your system language is not English;
2. Lock the screen;
3. Look at the date.

OBSERVED RESULT
Date is not localized.

EXPECTED RESULT
Date is been displayed in my locale.

lookandfeel: Pass locale to format{Date,Time}

Ensures it is all formatted with the right locale, e.g. the the weekdays
have the right translation, too.
