STEPS TO REPRODUCE
1.  Hard to tell exactly, I have two panels on one screen and been playing around with panels a bit, one on top of the screen, one on the bottom
2. 
3. Enter edit mode -> delete

OBSERVED RESULT
Cannot delete panel, nothing happens when button is clicked

EXPECTED RESULT
Should be able to delete panel

Me neither. Can you see if anything relevant appears in your journal log when you click on the button?
