STEPS TO REPRODUCE
1. Go to panel settings -> Left align the panel, use fill-width, (non-floating, don't know if it matters)
2. Press Meta+Left to snap konsole window to left or right half of screen
3. 

OBSERVED RESULT
The calculated window size does not take the bottom panel into account, it does if the panel is located on the top, i.e. the last line in konsole is not visible. You can observe that when you type.

Not reproducible with center alignment,
