STEPS TO REPRODUCE
Have two keyboard layouts, set Ctrl+Shift as shortcut to switch result

OBSERVED RESULT
Keyboard layouts are switched when ctrl and shift are pressed, not when released. Executing ctrl+shift+P in firefox, for example, does not create private key as intended. Also tons of shortcuts in VS Code are broken this way.

EXPECTED RESULT
Switch layouts when ctrl and shift are released.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: any kde on wayland

ADDITIONAL INFORMATION
This is related to 
https://bugs.freedesktop.org/show_bug.cgi?id=865
which is not fixed since 20 years. On Arch Linux using KDE with X11 I can use a patch from AUR https://aur.archlinux.org/packages/xorg-server-bug865, but it doesn't help when KDE is running Wayland. Libxkbcommon refuse to fix it because a fix might break something else, and it seems a shame that "new and shiny" Wayland that is supposed to replace X11 is inheriting same errors.
