I'm seeing this with Konsole 23.08.3 from the Arch Linux repos as well, so this seems to be a relatively old problem. Enabling the "Run all Konsole windows in a single process" option in Konsole's settings makes the problem go away though. Not sure if this is intended behavior, but enabling "run all Konsole windows in a single process" seems to fix this issue. I confirm that enabling the "run all Konsole windows in a single process" solves the problem. On the other hand, that option doesn't seems to work fine: if it's enabled and you select "Open a new window" in the right-click menu, it really opens a new window while I'm expecting Konsole to be forced to open a new tab. This affects Plasma 6. I've tried to do the same on Falkon, but it works.
