STEPS TO REPRODUCE
1. Set a shortcut for Kickoff.
2. Reboot.
3. Press the shortcut to open Kickoff
4. Press the shortcut again.

OBSERVED RESULT
Nothing happens.

EXPECTED RESULT
Kickoff closes.

It can be fixed by `systemctl --user restart plasma-plasmashell.service`.
