In plasma 6, some system tray icons are not using their symbolic variants; instead, the colorful variants are used. 

This applies to, for example, : yakuake, vlc or bluetooth

Does this also happen with the default Breeze icon theme?

no, it actually does not. It happens with the papirus icon themes. Is that an issue with that particular icon theme?
