SUMMARY
Widgets and the alt+tab popup no longer show any highlighting.

OBSERVED RESULT
No highlight is present on items in widgets.

EXPECTED RESULT
Hovered items should have a blue highlight on them.

Linux/KDE Plasma: 5.27.9

ADDITIONAL INFORMATION
Logging out and then back in had no effect.
Downgrading plasma-desktop back to 5.27.8 had no effect.
Settings my theme and color scheme back up had no effect.

Running this command fixed it:
```
rm ~/.cache/{plasma-svgelements*,plasma_theme*}
```
