SUMMARY
No keyboard shortcut works on X11, Shortcuts KCM shows the error seen in the attached screenshot.


STEPS TO REPRODUCE
1. use X11
2. open Shortcuts KCM
3. 

EXPECTED RESULT
all keyboard shortcuts work

What happens if you run 
/usr/lib/libexec/kglobalacceld

After running your command, the inline message disappears from the KCM and the keyboard shortcuts work.

coredumpctl command does not report any /usr/lib/libexec/kglobalacceld crash.
