What happens if you run /usr/lib/libexec/kglobalacceld After running your command, the inline message disappears from the KCM and the keyboard shortcuts work. So it somehow failed to start, hmm Or crashed? coredumpctl command does not report any /usr/lib/libexec/kglobalacceld crash. Cannot reproduce anymore.
