To reproduce:

1. Open system settings
2. Click on Colors and Themes KCM 
3. Observe the submenus are not appearing - see screenshot - https://i.imgur.com/eZ1U1pm.png
4. Resize the system settings window to make it wider 
5. Sub-menus appear but  are very narrow and can't be resized - https://i.imgur.com/lwut3mX.png
