STEPS TO REPRODUCE
1. Right click on Panel
2. Enter Edit mode

OBSERVED RESULT
Parts of the edit mode UI are inside the panel, see bottom-left corner of screenshot

EXPECTED RESULT
Not that

KDE Plasma Version: master

Cannot reproduce. It looks like you actually have two bottom panels there, one overlapping the other. Can you verify?

That does not seem to be the case. At least when I do "remove panel" it's gone and there's no second one underneath
