Plasma 6 Wayland from git master on top of Fedora 38.


STEPS TO REPRODUCE
1. Have a distro update (e.g. from Fedora 38 to Fedora 39)
2. Click "Upgrade to [new distro version]" button in the banner at the top of the window
3. Once the Updates page loads, click on the list item for the Offline Update corresponding to the distro upgrade
4. Click on the "More Information…" button for it


OBSERVED RESULT
At the top of the view is a link to https://fedoramagazine.org/announcing-fedora-39


EXPECTED RESULT
This important link is buried very deep! I doubt many people will ever see it. Instead, find a way to put this link in the banner with the "Upgrade to [new distro version]" so users can read it *before* they start the upgrade process and make an informed decision about whether or not they want to upgrade.
