SUMMARY
When I open a document with Okular, I see a popup in the top left with the text “Welcome”. No other document viewer I know does this. We all aim to be polite as people and a society, but I find this—frankly—rather useless, even distracting.

Also: when I open a document from the welcome screen, this message does not show “Welcome”, but instead “Loaded a xyz-paged document.” But only then: when I open another document from the File menu, it says “Welcome” again.

Obviously this is currently intentional, but I agree that it's not necessary, especially in light of the dedicated welcome screen that Okular now has when not opened with a document. In this case, that's welcoming you. And if you do open Okular with a document, you don't need a welcome.
