STEPS TO REPRODUCE
1. from time to time after some "normal" boot (not at each) with the same previous screen configuration
2. always after boot with a new screen configuration (people don't have screen with the same display resolution)  
3. always after boot if changes have be done in the configuration of the two screens (laptop and outside screen ) for instance who is operating : both, that of the laptop, etc
Notice : Display resolution are always different between that of the laptop and the outside one 

OBSERVED RESULT
-The initial position of the Desktop Icons are  scrambled  in a new position named by me Alpha and changes have be done in /user/.config/plasma-org.kde.plasma.desktop-appletsrc
-It is always the same Alpha position
-At  each "normal" boot we can see at the end , wen the Desktop screen appears  during ~0,3 second the Alpha position and after the "normal" position

EXPECTED RESULT
-No changes in the previous position of the Desktop  icons

Thank you for the bug report!

However Plasma 5.25.5 is no longer eligible for support or maintenance from KDE; supported versions are 5.27, and 5.27 or newer. Please upgrade to a supported version as soon as your distribution makes it available to you. Plasma is a fast-moving project, and bugs in one version are often fixed in the next one.

If you need support for Plasma 5.25.5, please contact your distribution, who bears the responsibility of providing support for older releases that are no longer supported by KDE.

If you can reproduce the issue after upgrading to a supported version, feel free to re-open this bug report.

My comment is :
1)this bug is existing by KDE/plasma  since 6 years and more and at each time the answer is "your version is not supported..." . But at each time version is upgraded the bug is always here . What is that politic ? 
2)Contact the distribution ? Why should  all the distribution resolve the same problem  as we find it in Manjaro, Mageia, etc , etc. Why should they correct your product ?. You are in that detestable attitude  "it's not me , see with the printer provider ," and he says "it's not me see with the computer provider". So with such a politic we will find this problem  in version 10.0 

What is clear is that you do not control your product.
This is a very bad news for Linux
