STEPS TO REPRODUCE
1. lock screen with meta+l (default shortcut)
2. close lid immediately 
3. reopen after unspecified amount of time (usually a while)
4. attempt to wake laptop (keyboard input, power button)

OBSERVED RESULT
laptop stays asleep until charger is plugged in

EXPECTED RESULT
wake to login screen

has been going on for quite a while; even with fedora 38 installation

okay so I solved it for some reason I just had to regenerate my initramfs

I guess that also means it's not a kde issue
