SUMMARY
Once a window is shaded, any window which was below the shaded window cannot be selected and the title bar of the window is unresponsive.  However, is a portion of the underlying window was visible prior to shading, that portion of the window and its title bar still work correctly.


STEPS TO REPRODUCE
1. Move Window A over Window B
2. Shade Window A
3. Attempt to move focus to Window B 

OBSERVED RESULT
Window B will not receive the focus if it was entirely shaded by Window A.   If any portions of Window B were not shaded by Window A, the focus can be changed. 

EXPECTED RESULT
Any portion of Window B should be able to receive focus
