1. I can try on any layer to put ink down in a certain area of the canvas. No joy.

You probably have a selection active? Or alpha lock? Without access to the actual file that's a bit hard to say.

There is no bug. Only a lack of understanding of how the layers play with
each other that is rectified. Thanks for your attention.
