Bluetooth connections are per-user rather than systemwide, so this is expected at this point in time. Forget the title and the summary. Read again the description. The issue is not user2 does not get the Bluetooth connections of user1. The issue is when you go back to user1 from user2, then the user1 Bluetooth is disabled and connections are no more there.
