STEPS TO REPRODUCE
1. create layer
2. draw something on the layer
3. Ctr-T for free transfrom tool
4. Resize the layer while holding shift key to maintain aspect ratio 
OBSERVED RESULT
Aspect ratio still got changed while free transforming

EXPECTED RESULT
Aspect ratio should maintain through out transforming while holding shift
