I can confirm this on KDE Neon. If you run ISO Image Writer and follow the prompts using an already-mounted USB stick, it fails. You must first unmount the stick, but the app never gives any hint that this is necessary. Exactly the same issue confirmed in OS: Linux Mint 21.3 (Cinnamon) OS: Windows 11 (H23) This appears to be another duplicate of https://bugs.kde.org/show_bug.cgi?id=445036, per https://bugs.kde.org/show_bug.cgi?id=479139#c1.
