SUMMARY
On Microsoft Windows, Okular doesn't display new, or removed bookmarks and it requires the application to be reopened to display, or additionally, the "Show for all documents" checkbox can be toggled to refresh the panel.


STEPS TO REPRODUCE
1. Add/remove a bookmark for a PDF (Windows)
2. Notice that the list of items doesn't update until a manual update is invoked.

OBSERVED RESULT
The bookmark list isn't refreshed automatically. This does not apply to Linux, and appears on Windows 11 (as tested), and on the latest nightly build (23.11.70), and the latest Microsoft Store build (23.04.2)

EXPECTED RESULT
The bookmark list refreshes.
