SUMMARY
Inverted mouse scroll direction settings is not applied to new fresh connected devices, that have not connected ever before

STEPS TO REPRODUCE
1. via system settings enable Scrollin: Invert scroll direction
2. use your old mouse, check scroll direction: as configured
2. plugin a new mouse device (via USB in my case)
3. use scroll wheel with new mouse, check scroll direction
4. disable in system  settings, apply, enable again, apply
5. use scroll wheel with new mouse, check scroll direction

OBSERVED RESULT
1. use scroll wheel with old mouse, check scroll direction: as configured
2. use scroll wheel with new mouse, check scroll direction: NOT as configured
4. disable in system  settings, apply, enable again, apply
5. use scroll wheel with new mouse, check scroll direction: as configured 

EXPECTED RESULT
1. use scroll wheel with old mouse, check scroll direction: as configured
2. use scroll wheel with new mouse, check scroll direction: as configured
