It is annoying that if your mouse strays too far from the panel, the widget will jump to the desktop without you letting go of the mouse.

STEPS TO REPRODUCE
1. Enter panel edit mode
2. Drag a widget on to the desktop
3. Attempt to drag it back without letting go of the mouse

OBSERVED RESULT
The widget stays on desktop on the spot your mouse touched it

EXPECTED RESULT
The widget should stay in full control of the user until they let go of the mouse.

This was fixed by the panel drag and drop refactor!
