SUMMARY


STEPS TO REPRODUCE
1. Open Settings -> Workspace -> Desktop Effects, turn on "Mouse Click Animation", click "Apply"
2. Click the mouse somewhere, no animation occurs.

OBSERVED RESULT
No animations on any of left, middle or right clicks on any window or the desktop.

EXPECTED RESULT
Animation around mouse when using left, middle or right click on any window.

Linux/KDE Plasma: Ubuntu 22.04 Jammy

ADDITIONAL INFORMATION
I've reproduced this on two different Ubuntu 22.04 systems and have the same issue on both. Both are using X11.
Some searching for others with this issue suggested checking that the compositor is enabled. Both systems I checked have compositing enabled under Settings -> Display and Monitor -> Compositor.

You need to first trigger the effect with its shortcut. It's kind of hidden in the settings for the effect, by default it's Meta+*
