STEPS TO REPRODUCE
1. right-click on desktop
2. hover over "Add panel" and choose "Default panel"
3. 

OBSERVED RESULT
the new default panel looks like what we can see in the attached screenshot

EXPECTED RESULT
a panel with these widgets, from left to right:
kickoff
apps
task manager
system tray
digital clock
Show Desktop widget
