Per the prior decision and confirmed at the wiki and internal communication BoFs at Akademy, userbase.kde.org is considered deprecated as most of the information on there is heavily out of date and it's confusing for it to even exist in the first place.

Accordingly, remove links on the app page sidebars to userbase pages. One such link can be seen on https://apps.kde.org/ark.
